Semira Asfaha

Semira is a mission-driven lawyer committed to strengthening organizations working at the intersection of humanitarian action, environmental stewardship, and community-led impact.  As CARE USA’s Deputy General Counsel, she advances governance, compliance, and risk management frameworks that enable CARE’s global teams to respond to crises and support resilient communities.  Drawing on experience with corporate governance, partnerships and international operations, she works to ensure that CARE’s programs—spanning women’s economic empowerment, food security, climate adaptation, and emergency response—rest on strong legal foundations.  

Beyond her work at CARE, she volunteers as a consultant to small nonprofit boards, helping them to build the leadership structures they need to thrive, and has served on the boards of several non-profits.  Before joining CARE, Semira held roles across the private sector supporting global operations.  Based in the Washington, D.C. area, she continues to seek opportunities to strengthen governance and expand the impact of mission-focused organizations.
